This work, which began in 2015, is part of the UK Civil Aviation Authority’s (CAA) enhanced contingency planning programme. This programme seeks to ensure timely and cost-effective repatriation of all and any UK originating passengers covered under the ATOL scheme in the event of major tour operator or airline failure.

The framework for contracting charter capacity to replace grounded aircraft was used in the successful operations following the demise of Monarch Airlines in 2017 when almost 110,00 passengers were brought home and again in 2019, when Thomas Cook airlines failed requiring capacity for approximately 150,000 stranded passengers to be found.

The ongoing consultancy requires a continual updating of the processes and procedures required to contract a flexible fleet of charter aircraft at short notice from international airlines across the world.
